Attached are revised drawings for the Library reuse project. These have been revised based on Building Code issues reviewed with Scott Riemenschneider and preliminary cost issues reviewed with Jamie Rochleau with Story Construction.

 

Basement:

1. The basement restrooms will remain "as-is" with no reconfiguration or upgrades planned at this time.

2. Two new furnace units are indicated to condition this lower level that will be used for storage.

3. A 1-hour rated shaft enclosure will be installed to separate the west stair from the rest of the level.

4. A rated shaft enclosure will be constructed to separate the elevator shaft from this level.

 

Main Level:

1. Parks and Rec portion of plan

a. The office portion of the plan has not changed much other than the work/copy area behind the reception desk.

b. A new Men’s restroom has been added on the west side of the corridor.

c. Stairs and a ramp are shown at the SW corner of the storage space due to grade being approximately 16" above the floor line in this location. Need to verify if double-door is required for exterior access to storage or if less expensive single door would be workable. Is a ramp necessary for moving items in/out of the storage space? The storage room is approximately 980 square feet.

d. The mechanical room at the SE corner of this area has been reduced in size by running the main corridor through this room to use the existing south door as the second exit from this portion of the building.

2. Housing/Community Services

a. The west-most office (Scott’s office I believe) has had the entrance door moved slightly to the west to allow space for a furnace closet. This furnace would supply the west wing and the open office area south of the furnace.

a. The area below the mezzanine has been changed to an open office area with an enclosed space for copy/work room. A furnace closet has been added on the north side of the copy/work space that will serve the east wing and the open office area/copy work room. The area under the mezzanine was changed to open office area because the ceiling height in this area (appox. 7’-6") will not allow sufficient duct space to supply conditioned air to partitioned offices in this area. The copy/work room can be fed directly from the furnace closet without a duct run.

b. Private offices are now accessed directly off the public circulation corridor.

c. There is no longer a connecting link between City Hall and the Library. This can be added when funds are available.

Upper Level:

3. Development of the Council chambers/restrooms/Conference room will be deferred to a future phase as funds become available. The space will be upgraded with new flooring, mechanical system and paint. The existing conference room in the NW corner will remain. A furnace closet has been added at the SW corner of the space. This closet will be enclosed in the AV equipment and storage rooms when the Council chambers is developed.

4. Two furnace closets have been added at the N and E ends of the "mezzanine" area within the Carnegie building.

5. The engineering dept remains unchanged from previous scheme.

 

While these changes are not ideally what we would like to have to make, the budget constraints are significant for this first phase and we have tried to come up with a solution, while not ideal, that can be built upon in the future with minimal impact on the work that has already been completed.
