The Site Plan Review Board consists of five members, serving without compensation, one of which shall be a member of the Plan and Zoning Commission. The Board is appointed by the Mayor, subject to the approval of the City Council, each member for a term of five years.

A majority of the members of the committee are to be appointed with due regard to the proper representation of such fields as architecture, history, architectural history, planning, landscape architecture, site design, or cultural geography. Any vacancy will be filled by appointment by the City Council for the unexpired portion of the term. Should any member be absent from the city or become incapacitated, or disqualified, the Council will appoint a substitute to serve as a member until the regular member has returned or is able to server on the Board.
